Description:
The e-PDE project, with beneficiary MOD SA. and Operating Body the Directorate of Public Investments (DIE) of the Ministry of National Economy and Finance, has been completed and the application has been in full production operation since 2018. The system is continuously enriched with new functionalities and possibilities. However, the original design was made several years ago and was not able to incorporate developments in the institutional framework of the Public Investment Program, changes in the implementation procedures of projects financed by Community Programs, as well as technological developments.
Recently, a new Law was passed on the PDE (n. 5140/24 New Development Program of Public Investments and supplementary provisions of the Official Gazette A'154), which brings together and codifies all the individual elements of the PDE institutional framework, redesigning and improving the procedures of. The Law leads to a radical redesign of responsibilities and information flows. At the same time, there are needs for interventions: annual PDE cycle, issuance of initial CAs at the start of the calendar year, new account architecture in the Bank, optional execution of allocations at sub-project level, change and reinforcement of number structure, etc.
The act has proven that the constantly changing requirements arising from the institutional framework of operation of the PDE itself but also of the PDEs of the co-financed projects, lead to operational and technical needs for adjustments to the system. These the pre...
