IMPORTANT INFORMATION REGARDING THIS ITB • This ITB is launched for the purpose of establishing a Purchase Agreement with the supplier for the supply of Desludging Services for Attica Sites, for the period of (12) twelve months from signature date of contract and a possibility of extension for another (6) six months. • A Purchase agreement is not binding DRC to place any Purchase Orders. Bidders should be clear that Purchase Agreements do not represent a purchase commitment or interpreted as an exclusivity agreement. • DRC will place Purchase Orders to the awarded Supplier based on the agreement as per its requirement. When required, the PURCHASER shall place orders on the SUPPPLIER, to this Purchase Agreement, through an authorized DRC Purchase Order. • DRC may choose to cancel the agreement if deemed necessary. • No advance payment will be paid to the awarded supplier. • Bidder shall bid for one or both Items listed on the attached DRC Bid Form Annex A2. • The delivery time of the supply of services, shall be as stated in Annex B1, Statement of Works. DRC may terminate the contract or impose other penalties if supplier fails to deliver items within this period. Invitation to Bid ITB NATIONAL TENDER - ITB-GRC-ATH5-2103069 Page 2 of 10 III. SELECTION AND AWARD CRITERIA The selection and award criteria are unique to all tenders. The evaluation process consists of three stages: 1) Administrative, 2) Technical and 3) Financial including Financial stability evaluation. Each stage requires information and documents from the bidder that will determine whether the bidder will progress to next stage or not. This tender will be awarded to the lowest cost, administratively and technically compliant bid. The technical evaluation criteria are as stated in Annex B1-Statement of Works. A. Administrative Evaluation A bid shall pass the administrative evaluation stage before being considered for technical and financial evaluation. Bids that are deemed administratively non-compliant may be rejected. (b) Site Visit is mandatory before bid submission, Suppliers- bids will not be accepted without a Site Visit Report certified by DRC Site Operations at sites. Financial Capability Records, ISOs and licences are accepted also in Greek language. For Non-Greek registered companies financial Capability Records shall be submitted in English language. - * The requested Insurance clearance certificate & tax clearance certificate should be valid at least one (1) month after the tender closure date**. The financial reports shall include the documents “E3” and “Document N” or officially published Balance Sheets of the years: 2018-2019 - ** in case of tender relaunch, the Insurance and tax clearance certificates must be updated if needed, to ensure their validity at tender closure date. - For newly established companies, in absence of any of the above documents, the monthly VAT clearance records as submitted to the Tax authorities from the starting date of the company, must be submitted. - If any information required during the administrative evaluation is not provided by the bidders, DRC may choose to request bidders to supply this information within a range of 24 to 72 hours of the tender opening. Please note that this is only applicable for documentation that does not alter the details in the bid, such as price information. B. Technical Evaluation To be technically acceptable, the bid shall meet or exceed the stipulated requirements and specifications in the ITB as per Annex B1 -Statement of Works. A Bid is deemed to meet the criteria if it confirms that it meets all mandatory conditions, procedures, and specifications in the ITB without substantially departing from or attaching restrictions with them. If a Bid does not technically comply with the ITB, it will be rejected. The Danish Refugee Council will review and score bids according to the following criteria: - Compliance with the minimum technical requirements as per Annex B1-Statement of Works - Previous similar experience - Adherence to ethic, environmental policies, If Bidders are willing to include in their offer benefits and/or conditions that are separate from or additional to the requested terms in this Annex B1, and/or their offer does not fully comply with the requirements of this Annex B1, they shall attach a statement to their Bid Documents that clearly states any such terms. C. Financial Evaluation All bids that pass the Technical Evaluation will proceed to the Financial Evaluation. Bids that are deemed technically noncompliant will not be financially evaluated. D. Financial stability evaluation All Bids that pass the Financial Evaluation but mainly the Bid that is intended for Contract award, will be evaluated as per their financial stability records based on the annual turnover of the company for the year of 2019.
