The Independent Public Revenue Authority (AADE) of Greece has awarded a major framework agreement for the digitalization of its services archive, marking a significant step in the modernization of the country’s tax administration.
Valued at €39.22 million including VAT (€31.63 million excluding VAT), the project covers the digitization of AADE’s paper archives, the development of a secure digital repository system for document management, and the transfer of know-how to AADE staff. The initiative is financed through the European Union’s Recovery and Resilience Facility (NextGeneration EU).
The open procedure attracted eight bids, and the framework agreement was concluded on 29 September 2025 following the selection of winners on 16 April 2025.

The framework agreement has a maximum value of €31.63 million (excluding VAT) and will run until 31 December 2025. It also includes an optional five-year maintenance period for the digital repository, valued at up to €578,150 including VAT.
AADE’s digital archive project aims to enhance accessibility, data security, and administrative efficiency by transforming extensive physical records into a structured electronic format. The project is expected to streamline document processing, improve transparency, and reduce operational costs across Greece’s tax services.
