An important step towards modernising Greece's tax administration has been taken with the awarding of a large framework agreement by the Independent Public Revenue Authority (AADE) for the digitisation of its services archive.
The project, which is valued at €39.22 million including VAT (€31.63 million excluding VAT), includes digitising AADE's paper archives, creating a safe digital repository system for document management, and training AADE employees. The Recovery and Resilience Facility (NextGeneration EU) of the European Union provides funding for the project.
Eight bids were received through the open procedure, and on September 29, 2025, the framework agreement was finalised after the winners were chosen on April 16, 2025.

The framework agreement will expire on December 31, 2025, and its maximum value (VAT excluded) is €31.63 million. Additionally, a five-year optional maintenance period for the digital repository is included, with a maximum value of €578,150 (VAT included).
By converting vast amounts of physical records into an organised electronic format, AADE's digital archive project seeks to improve administrative effectiveness, data security, and accessibility. It is anticipated that the project will lower operating costs for Greece's tax services, increase transparency, and expedite document processing.
