AADE and Greece announce a framework deal worth β¬39.2 million to digitise the country's tax archive

Greece - 29 September 2025, An important step towards modernising Greece's tax administration has been taken with the awarding of a large framework agreement by the Independent Public Revenue Authority (AADE) for the digitisation of its services archive.The project, which is valued at β¬39.22 million including VAT (β¬31.63 million excluding VAT), includes digitising AADE's paper archives, creating a safe digital repository system for document management, and training AADE employees. The Recovery and Resilience Facility (NextGeneration EU) of the European Union provides funding for the project.Eight bids were received through the open procedure, and on September 29, 2025, the framework agreement was finalised after the winners were chosen on April 16, 2025.The following parties were jointly awarded the contract (No 1060/2025): The Records Hub A.E. is a subcontractor of Telecommunications Organisation of Greece S.A. (OTE). Subcontractors of Uni Systems S.A. include Archive Logistics S.A., PublicSoft P.C., Secure Records S.A., and IntelliSolutions S.A. Notify Systems & Services for Archiving S.A., IID S.A., and Any Bill S.A., Lykos (Hellas) S.A.'s subcontractors. Association of Businesses Subcontractors Iron Mountain Hellas and Nova Telecommunications & Media S.A. are part of NOVA ICT-Nvisionist S.A. Cosmos Consulting Ltd. is a subcontractor of Cosmos Business Systems S.A. The framework agreement will expire on December 31, 2025, and its maximum value (VAT excluded) is β¬31.63 million. Additionally, a five-year optional maintenance period for the digital repository is included, with a maximum value of β¬578,150 (VAT included).By converting vast amounts of physical records into an organised electronic format, AADE's digital archive project seeks to improve administrative effectiveness, data security, and accessibility. Greece Gives the Yperia-Orfana Region a β¬106 Million Irrigation Network Contract

The Ministry of Rural Development and Food has awarded a β¬106.4 million contract for the Irrigation Network of YperiaβOrfana, spanning the regional units of Larissa and Karditsa. The project aims to modernise and optimise water management across 67,800 acres of farmland, strengthening rural resilience and supporting sustainable agriculture.The contract, signed on 31 July 2025, was secured by MC11 Construction and Management of Irrigation Network Yperias-Orphanon Special Purpose SociΓ©tΓ© Anonyme, a joint venture formed by Metlen S.A. and Mesogeios S.A. The consortium was selected through a competitive dialogue procedure, emerging as the top bidder out of two competing tenders. The awarded value stands at β¬106,396,000 (excluding VAT), just below the initial estimated budget of β¬107.2 million.Integrated Irrigation System for Central GreeceThe large-scale project, implemented under a Public-Private Partnership (PPP) model, encompasses the design, financing, construction, operation, and maintenance of an integrated irrigation network system serving the lowland areas of Yperia, Orfana, Polyneri, Stavros, Katochori, Elliniko, and Vrysia. The system will draw from existing municipal and TOEB boreholes with a total capacity of 14,345 mΒ³/h, ensuring efficient and reliable irrigation coverage.Spanning 11 autonomous irrigation networks, the project includes: Construction of supply pipelines from boreholes to 11 balancing tanks Installation of 11 pumping stations and a complete pressurized distribution network Integration of advanced electromechanical systems and smart technologies, including sensors and automated circuit control, to optimize water usage and reduce energy losses Underground, closed pipeline systems aligned with existing road infrastructure The project duration is set at 300 months (25 years), covering both construction and operational phases. It will be co-financed through EU funds under the Partnership Agreement for the Development Framework, aligning with Greeceβs national strategy for sustainable water management.Strategic and Economic SignificanceThe Yperia-Orfana irrigation initiative is expected to play a crucial role in enhancing agricultural productivity in Central Greece, where water scarcity and inefficient irrigation have long constrained crop yields. The introduction of digital monitoring and automation will not only conserve resources but also support the transition toward climate-resilient and precision agriculture.The Ministry of Rural Development and Food, headquartered in Athens, oversees the projectβs execution and funding. The Unified Public Procurement Authority will supervise compliance and review procedures under Directive 2014/24/EU.Representatives from the winning consortium noted that the project βmarks a milestone in the modernisation of Greeceβs agricultural water infrastructure and demonstrates the value of public-private collaboration in achieving long-term sustainability goals.βAs construction progresses, the irrigation network is expected to become a benchmark for smart water infrastructure in Southeast Europe, setting the stage for future PPP-driven rural development initiatives.
